Class 8 orders are surging and 2026 build slots are gone — but the pre-buy is a large-fleet event. Here is what it actually means for a carrier buying one truck, and where the effect really lands.

The EPA’s 2027 emissions rule is doing what emissions rules have always done: pulling truck orders forward. Fleets are buying now so they do not have to buy later. The obvious question for a one-truck or five-truck carrier is whether to do the same thing.
The less obvious question — and the one that actually decides it — is whether a small carrier can join a pre-buy at all, and what happens to the used market if it cannot.
Model year 2027 tightens the NOx limit sharply and adds new low-load and idle test cycles, which is why manufacturers are adding aftertreatment heating hardware. That part is settled. The American Trucking Associations, National Tank Truck Carriers, the Truckload Carriers Association and 49 state trucking associations petitioned to push the standard to 2031; EPA rejected the delay and kept the model-year 2027 start date, as Commercial Carrier Journal reported.
What is not settled is what compliance costs. In July 2026 EPA proposed amendments to the same rule. According to FleetOwner’s reporting on the proposal, EPA would drop the extended emissions warranty back to the model-year 2026 level of 100,000 miles or five years, remove DEF derates in favor of visible or audible warnings, and push the extended useful-life requirement out three years to model year 2030. EPA estimated the package could save up to $6,000 per diesel vehicle. The comment period closes 29 August 2026, with a final rule expected before 2027 trucks reach dealers.
So the 2027 truck will still be a 2027 truck. But a large share of the number people have been quoting for two years — the long-warranty, long-useful-life compliance stack — is being renegotiated in public right now.
The published cost estimates were never close to each other. In its rulemaking, EPA put the technology cost at $4,827 per truck in 2017 dollars (about $6,243 in 2024 dollars), plus roughly $3,612 in lifetime DEF and $3,028 in lifetime emissions-related repairs, according to Overdrive’s summary of the estimates. In the same reporting, Joel Morrow of Alpha Drivers Transportation ballparked the cost of emission-reduction technology on current trucks at $20,000 to $40,000, and Scott Pearson of Peterbilt of Atlanta said plainly that “there is real cost… and it is really passed on” to buyers, calling the 2027 change potentially “DPF on steroids.”
Emissions are also not the only line moving. Overdrive reported an owner-operator whose dealer quote on a new International HX carried a $9,500 tariff charge under the 25% Section 232 tariffs on imported medium- and heavy-duty trucks, with a comparable truck going from $155,000 for a 2023 model to $190,000 for the current model year. The order data is not ambiguous. Per FTR, Class 8 net orders in April 2026 were up 199% year over year. May came in at 26,600 units, up 124% year over year and 56% above the ten-year May average. June reached 30,500 units, up 16% from May and 241% year over year, roughly 68% above the ten-year June average.
Capacity, not appetite, became the constraint. FTR said remaining 2026 build slots could fill before the usual August window, and by early July noted that orders may already be spilling into first-quarter 2027 slots. FTR senior analyst Dan Moyer framed the shift directly: the focus of the cycle has moved from demand to whether truck manufacturers can execute against the backlog — “build execution, supplier readiness, labor availability and delivery timing will become increasingly important as 2026 progresses.”
ACT Research’s Carter Vieth added the freight-side reason it held up: demand stayed “buoyed by materially improved spot and contract rates on top of regulatory clarity.” A pre-buy only happens when carriers can both justify and finance the truck.
Here is the part the trade coverage skips. A sold-out order board is not a queue everyone stands in equally. Those slots go to fleets placing volume orders months ahead, often against standing allocation with a manufacturer. A carrier buying one truck is a retail customer, and a retail customer buys what a dealer has on the ground.
Dealer stock is the first thing that thins out when a factory is committed. So the operator with the least ability to absorb a price increase — one truck, one revenue stream, no allocation agreement, no fleet financing terms — is also the one least able to get in front of it. The pre-buy is not a door that closes at the same time for everybody. For most small carriers it was never fully open.
What is realistically available to a one-to-five truck operation right now is a unit already sitting on a lot, a fleet-spec order someone else released, or a used truck. Two of those three are the used market.
If you buy used, the relevant question is not what a 2027 truck will sticker for. It is what a three- to six-year-old truck costs, and what the pre-buy does to that number.
The most recent data point: ACT Research reported that US used Class 8 retail sales rose 11% month over month in June 2026, with the average retail price above $61,000, up 5% from May. ACT vice president Steve Tam noted the sales gain was larger than historical seasonality suggested — which called for about 2% — and that “pricing once again easily defeated seasonal expectations.”
Two mechanisms are pulling on that market at the same time, in opposite directions:
Which force wins, and when, is what nobody can promise you. What you can do is stop treating “used truck prices” as one number. The truck you would buy and the truck you already own sit in the same market: if used values firm up, your trade-in rises alongside your replacement cost. Trading like for like is closer to a wash than it looks. The damage is in trading up.
Pre-buys are a recurring feature of this industry, not a novelty. In an April 2022 analysis prepared for the Truck & Engine Manufacturers Association, ACT Research quantified the past cycles. Ahead of the EPA’04 standard it estimated roughly 30,000 units pulled forward — what it called “the Hidden Pre-buy of 2002,” noting that despite poor economic conditions it was large, well-capitalized truckers who managed to pull demand forward. Ahead of model year 2007 the same analysis put it at a combined 119,000 heavy-duty and 29,000 medium-duty units.
Then the counter-example. Ahead of EPA’10, ACT found no significant pre-buy at all: demand in 2009 ran 26% below modeled levels because the financial crisis overwhelmed the regulation.
Two things follow. A pre-buy is borrowed demand: units bought early are units not bought later, and order boards have historically fallen hard afterwards. But the pattern is a tendency, not a law — a freight recession can erase it completely.

None of the three is obviously right. They are three different risks — price, downtime, technology — and which one you can carry depends on your books, not the news cycle.
One more thing happening in the same window. Daimler Truck is ending manufacturing at its Portland facility on Swan Island by the end of 2026, cutting about 375 jobs after building trucks there since the 1940s. Production shifts to five existing assembly plants in North and South Carolina plus three plants in Mexico, and Portland — where the electric eCascadia and eM2 were assembled — remains DTNA’s North American headquarters and a centre for engineering, product development and testing, according to the Portland Tribune.
You do not need an opinion on that. But footprints are being reorganized at the same moment backlogs sit at multi-year highs and a new standard is landing. That is the context behind any 2027 delivery date a dealer quotes you, and a fair thing to press on before you put money down.
Nobody knows the final cost of a 2027 truck, because EPA is still writing it. Nobody knows where used prices go, because that depends on how much of the pre-buy actually gets built and how freight rates behave while it does. Nobody knows whether the post-pre-buy slump arrives on schedule or gets overwritten by the economy the way 2009 overwrote it.
What is knowable is your side of it: what your truck is worth, what it is going to cost you to keep, what a payment does to your break-even rate, and how many bad weeks you can absorb before a payment becomes a problem. Those are the numbers that decide this, and they are the only ones in the whole discussion that you control.
The pre-buy is a fleet event. Your decision is not. Price it off your own books.

Ordering a factory build is largely out of reach: FTR reported 2026 build slots tracking to sell out before the usual August window, and by July said orders may be spilling into first-quarter 2027 slots. What is still findable is lot stock, a fleet order that got released, or a cancelled build. Ask dealers specifically what is on the ground and what is uncommitted, rather than asking for an order slot.
It pulls in both directions. In the near term more buyers chase the same pre-2027 trucks, which is upward pressure — ACT Research reported the average used Class 8 retail price above $61,000 in June 2026, up 5% from May, with Steve Tam noting pricing beat seasonal expectations. Later, the trucks that get built and delivered normally send trade-ins into the used channel, which is downward pressure. The timing between those two is what makes confident predictions unreliable.

By pricing it off your own operation rather than the headlines. Work out your cost per mile with the new payment included, what your current truck is worth today, how many months of reliable service are left in it, and how large a repair bill you could absorb without missing a payment.
